All users have an assigned base ward/unit.

This is used in determining what locations a user receives notifications about and what staff lists are available to a user, and is used as the default origin or destination for item requests that have "Base" as the override for origin or destination locations.

A ward/unit qualifies as a base ward/unit if the ward/unit has a location associated with it.
